Returns block ordered complex Schur form of matrix \(\mathbf{A}\)

where \(A_{11}\in\mathbb{C}^{s\times s}\) contains the \(s\) stable eigenvalues of \(\mathbf{A}\in\mathbb{R}^{m\times m}\).
